			<content:encoded><![CDATA[<p><em>Councilman Denis Pitman passed this along:</em></p>
<p>Please consider this notice a three-day advance notification of our intent to begin construction on the roundabout section of the Airport Entrance. Expect activities to last at least eight weeks. On Monday June 1st, 27th Street will be narrowed down to two lanes (One in each direction) near the top of the hill to facilitate installation of the box culvert for the multi-use path. The East Bound Ramp from Airport Road to 27th Street will be closed, and traffic will be routed to the 4-way stop. General clearing and removal activities will begin in the vicinity with excavation to the new subgrade to follow. Traffic routes within the area will be constantly changing, so motorists need to be aware of, and follow signs and channeling devices.</p>
<p>Other related work will be as follows:</p>
<p>Terminal Circle travel lanes will be narrowed down near the Museum through the main entrance to the airport. Expect delays and slower speeds while entering and exiting the Airport Terminal.</p>
<p>Retaining Wall work will continue at both ends of the Airport entrances.</p>
<p>Sidewalk crews will be working in the Airport Road /Alkali Creek Road area. Bridge work will continue at Alkali Creek Road.</p>
<p>Please use alternate routes whenever possible.</p>

			<content:encoded><![CDATA[<p>Folks who want to replace Joy Stevens <a href="http://www.billingsgazette.net/articles/2008/10/04/news/local/60-councilseat.txt?rating=true">on the city council</a> have submitted their letters of interest and there are a few familiar names and some who are new to me. </p>
<p>Larry Brewster is looking to be reappointed to the council after being defeated by Denis Pitman. Angela Cimmino is looking to become the Bob Kelleher of city council elections. I don&#8217;t have the exact number but I think this may be her third or fourth try to get on the council. I have met Ray Tracy once and he seemed to be a reasonable man and even though he is in charge of the Yellowstone County Democratic Party he didn&#8217;t strike me as stridently partisan. Mr. Tracy may turn out to be a good councilman if selected. I don&#8217;t know anything about Todd Morgan or Ann M. Salisbury so I can&#8217;t offer an opinion about them.</p>
<p>The next step is:</p>
<blockquote><p>Outgoing Ward 2 Councilwoman Joy Stevens&#8217; last meeting will be Oct. 14, and a council subcommittee plans to interview the five candidates before that meeting. The subcommittee will then send a recommendation to Mayor Ron Tussing. The council is likely to confirm the new member by Oct. 27.</p></blockquote>
<p>I want to thank all of the applicants for stepping forward to serve their city and hope whomever is selected receives the support of their new constituents. Good luck to everyone involved.</p>

<blockquote><p>As promised, we have a great idea for promoting the building of the inner beltloop!  The concept will be presented to the Billings City Council on Monday Sept 19th at the 5:30PM Work Session. </p>
<p>This is a project that we could begin design this year and have a working road by 2011!!!!  </p>
<p>The cost of this project is projected to be around $12 million.</p>
